These kids on the corner of Amoranto and Araneta Avenue in Quezon City have been sniffing "rugby" for years. It's been an open secret in the area. Police and traffic enforcers frequent the vicinity but only have their attention on traffic violations for possible "kotong". Who is to blame? Their parents who raised them without good values? the government for not addressing problem like these? I think they should both be blamed.
